Although Sub-Saharan Africa experienced strong economic growth at the beginning of the twenty-first century, recent economic crises and other problems have left poor people in the region vulnerable to myriad challenges, ranging from environmental issues, including climate change and natural and human-made disasters, to economic issues, such as volatile prices and terms of trade, high unemployment and population growth, and food insecurity. Governments, donors, and policy makers in Africa have been drawn to cash transfer programs as a possible means toward meeting these challenges.

James Swanson MFS: What the equity risk premium is telling us


There are several ways investors look at stocks to assess their relative value. Many look to the stock market?s price-to-earnings or P/E ratio; others flip that ratio to look at the market?s earnings? yield. I think the more compelling measure, however, is one that shows how stock yields compare with bond yields. The difference between these two yields is the equity risk premium.

This premium is one of the best indicators I have found to determine whether investing in stocks is a better option than putting money into bonds. It represents the extra return that investors demand for investing their money in a risky versus a low risk asset. The premium, now at 4.5%, is extremely high, suggesting that stocks are a better value than bonds.

We can take this all to mean that stocks are cheap or bonds are expensive. If we assume that the equity risk premium is going to revert to its historical average, or normal, it is typically assumed that one of the following three things might happen:

  1. Bond yields could rise. Such a rise would mean an immediate drop in bond prices. This could be a shocker if investors are still long bonds when this happens. Typically interest rates rise when there is strong growth in the economy or when inflation is accelerating. Neither of these conditions is present at this time.
  2. Earnings could fall. This usually happens in recessions or during big slowdowns in the economy. Typically in a recession, the stock market drops if earnings are falling.
  3. Stock prices could fall. If stock prices were to fall as much as earnings, the ratio might stay the same. The two are related.
While the above outcomes are possible, I foresee a fourth result. I expect that US economic growth will continue and that US corporate earnings will keep rising, albeit at a slower pace. In turn, real interest rates will rise. These conditions would put a foundation in place for stocks to outperform.

No it dose not have to be separate other pair ups may know each other or become friends. Yes i don't mind, you can back out but only if you want a relationship with another persons pair up, it spices up the plot a bit.

Unusual symbiosis in marine microorganisms fertilizes ocean by fixing nitrogen

ScienceDaily (Sep. 20, 2012) ? Tiny single-celled algae and nitrogen-fixing bacteria exchange carbon and nitrogen in a mutually beneficial relationship that helps fertilize the oceans

Scientists have discovered an unusual symbiosis between tiny single-celled algae and highly specialized bacteria. Their partnership plays an important role in marine ecosystems, fertilizing the oceans by taking nitrogen from the atmosphere and "fixing" it into a form that other organisms can use.

Details of the symbiosis, published in the September 21 issue of Science, emerged from the investigation of a mysterious nitrogen-fixing microbe with a drastically reduced genome. First detected in 1998 by Jonathan Zehr, a professor of ocean sciences at the University of California, Santa Cruz, it now appears to be the most widespread nitrogen-fixing organism in the oceans. The microbe belongs to a group of photosynthetic bacteria known as cyanobacteria, but it lacks the genes needed to carry out photosynthesis and other essential metabolic pathways. Apparently, its association with a photosynthetic host cell makes those genes unnecessary.

"The cyanobacterium is a nitrogen-fixer, so it provides nitrogen to the host cell, and the host cell provides carbon to the cyanobacterium, which is lacking the metabolic machinery to get its own carbon," said Anne Thompson, a lead author of the paper and postdoctoral researcher in Zehr's lab at UC Santa Cruz. Rachel Foster of the Max Planck Institute for Marine Microbiology is the other lead author and contributed equally to this work.

Although the partners in the symbiosis have not been grown in the laboratory, Zehr's team and their collaborators have been able to characterize both partners using cell sorting, gene sequencing, and other techniques. The host cell is a type of single-celled algae in a class known as "prymnesiophytes," which are found throughout the world's oceans. In seawater samples sorted by flow cytometry, which separates cells by size and color, the host cells were discovered among the "photosynthetic picoeukaryotes," a mixed population of tiny single-celled algae in the 1- to 3-micron size range.

"Aside from the importance of nitrogen fixation in marine ecosystems, this is such an interesting symbiosis from an evolutionary perspective, because it can be seen as analogous to an early stage in the endosymbiosis that led to chloroplasts," Zehr said.

Chloroplasts, which carry out photosynthesis in all plants, evolved from symbiotic cyanobacteria that eventually became incorporated into their host cells in a process known as endosymbiosis. In the newly discovered nitrogen-fixing partnership, the cyanobacteria are mostly seen in an indentation at one end of the host cell.

"At this point, it's unclear exactly how the cyanobacteria are associated with the host cells. It looks like there may be a little groove in the host cell where the cyanobacteria fits," said Thompson. "The association is robust enough to go through the cell sorter and other preparations, but delicate enough that they separate if they're filtered or frozen and thawed."

In previous work, Zehr's team had studied the cyanobacteria, which they called UCYN-A, in samples processed at sea and brought back to the lab for cell sorting and genetic analysis. Despite being unable to grow it in the lab, they were able to sequence the microbe's complete genome and discover that it was missing the genes for several key metabolic pathways, suggesting that it might live in association with another organism. Thompson said researchers were only able to see the symbiotic partners together when they sorted freshly collected seawater samples on board the ship.

"Our collaborators at the University of Hawaii, Dave Karl and Ken Doggett, put a cell sorter into a portable laboratory, like a lab in a box, so now we can take the machine to sea and sort cells that minutes before were in their natural environment. That's how we found the association," Thompson said.

The exchange of carbon and nitrogen between the two partners was demonstrated using powerful analytic techniques developed and carried out by collaborators from the Max Planck Institute for Marine Microbiology in Bremen, Germany. Seawater samples were incubated with stable isotopes of carbon and nitrogen, then the cells in the samples were sorted by flow cytometry. A highly specific genetic probe was used to identify the UCYN-A cells among the "photosynthetic picoeukaryotes" separated out by the cell sorting equipment. Another key technique was nanometer-scale secondary ion mass spectrometry (nanoSIMS), which helped identify the associated cells and allowed researchers to quantify and image the carbon and nitrogen isotopes within individual cells.

"This combination of techniques is a great tool for microbiology because it couples phylogenetic identification with metabolic analysis," Thompson said. "We could see that the cyanobacteria were fixing the labeled nitrogen and transferring it to the host cells."

Genetic analysis of the host cell indicates its closest relative is the species Braarudosphaera bigelowii. In many species of prymnesiophytes, including B. bigelowii, the cells form external calcified plates, suggesting that the host cell in the symbiosis may have plates that are easily dislodged during processing of seawater samples. "That would be important, because cells with plates sink faster than other organisms, so the carbon they fix could end up being transported to the deep sea or the seafloor," Zehr said.

Zehr noted that it is very difficult to estimate the contribution of this symbiosis to global carbon and nitrogen cycles. Other algae are more abundant and probably much more important in terms of oceanic carbon fixation than the algal host in this symbiosis. But the cyanobacterial partner probably makes a significant contribution to global nitrogen fixation in the oceans, he said.

"Planktonic symbioses are very understudied and difficult to study, as the associations are often fragile and difficult to keep intact," said Foster. "Here we used multiple tools and kept the relationship integrity, and also identified one of the first examples of a seemingly mutualistic partnership present in the plankton."

Zehr has named the cyanobacterium Candidatus Atelocyanobacterium thalassa. ("Candidatus" indicates a candidate or provisional name, since the rules of bacteriological nomenclature require that a microbe be grown in culture before the name becomes official.)

Strategic planning and the process of strategy 3: quarterly, annual ...

This is my third installment in a series on the strategic process and on strategic decision making per se (see Part 1: putting strategy in perspective and Part 2: goals and benchmarks.)

I took a very products-and-services, and market-facing approach to strategy and the strategic process in Part 2, where I wrote of strategy in terms of:

? Systematically distinguishing a business from its competition, in the eyes and minds of its customers and potential customers, and
? As a source of greater value for what is offered to them.
? And I discussed strategy as working inward from an initial focus on any differentiating sources of unique value that might be developed in the products and services themselves as offered,
? And going from there to create and sustain more back-end and operational sources of unique value.
? For all of that, unique value and value per se are and should be defined from the perspective of the consumer and the end user ? they decide what offers value to them and they are the ultimate source of any revenue generated and of any profits achieved.
? And more internal-to-the-organization sources of value, as for example in improving operational efficiency, would be of value for their capacity to help the business more effectively and cost-effectively meet customer needs and preferences.

I turn in this posting to consider how the strategic process would be scheduled.

? Strategic planning should be an ongoing activity, but the fact finding and supportive effort that comes from all of the various lines on the table of organization that would go into this can be time-consuming and demanding of effort and attention.
? So while organizations should be prepared for the unexpected and at least to the level of being able to identify that when it arises, much of the overall strategic process, starting with systematic reviews of current and recent position, should be scheduled and carried out on a predictable recurring basis.

My goal here is to discuss the basic, scheduled strategic process that would form a baseline for understanding where the business is now and on an ongoing basis, and that would lay out road maps for moving forward.

Standard, routinely scheduled strategic review and planning frequently take place in synchrony with major Financial department reports and with the tax and business year. For many businesses, and certainly for publically traded businesses, at least key strategic planning is also scheduled so as to immediately precede the annual meeting too, and can serve as essential preparation for that (see my series on Stockholder Meetings, Annual Board Meetings and Annual Meetings Best Practices as included in my Guide to Effective Job Search and Career Development ? 2 as postings 221-224.)

It is important to carry out systematic strategic reviews and reevaluations on a regular and ongoing basis, and depending on the organization and the level of strategy-challenging change it is facing, this may mean quarterly, semi-annual or annual meetings.

? For businesses in immediate need of change management, this may mean monthly or even more frequent meetings while a path back to organizational stability, reliable liquidity and competitiveness is worked towards. The trick here is in holding these meetings often enough to offer the value that systematic strategic planning can provide, and in both developing a path forward and in conveying it to necessary stakeholders ? but doing this without burning out those stakeholders for the work they have to expend in making overall strategic planning sessions possible.
? For businesses that are simply seeking to maintain and grow their market share and competitive position in the face of change and its imperatives, these meetings would be held less frequently, be more comprehensive when they are held, and they would be based at least in part on the ongoing findings and reports coming out of the business? continuous quality improvement initiatives and programs (see, for example as one best practices approach to that, my discussion of continuous quality improvement committees.)

I am going to turn in my next series installment to more fully detail how the strategic process plays out in the face of sudden change where that can mean unexpected opportunity or crisis. With that I will have at least briefly outlined what strategy is as a process and how it fits into the overall functioning of a business. And I will follow that with a discussion of scenario-based strategic planning ? which I note up-front can and should go beyond simply setting up single best case, worst case and middle ground alternatives for analysis.

The Standard & Poor's 500 index jumped to its highest level since January 2008, just one month into the Great Recession. European markets also surged. Treasury bond prices and the dollar dropped as traders sold low-risk investments.

The gains were extraordinarily broad; 98 percent of the stocks in the S&P 500 index rose.

"There's just a sea of green," said JJ Kinahan, TD Ameritrade's chief derivatives strategist. "It's pretty fun."

At a long-awaited meeting Thursday, Mario Draghi, the ECB's president, unveiled a new program to buy government bonds from the region's struggling countries with the aim of lowering their borrowing costs. Draghi said the program will have no set limit on how much it can buy.

Kinahan praised Draghi for two details in the plan. He didn't declare a limit for the bond-buying program and also said it wouldn't put itself first in line in the event of a default, something investors had been clamoring for. Both details should make other investors more willing to buy government bonds along with the ECB.

"In a situation where it was easy to have a slip-up, it seems like he did everything right," Kinahan said.

The S&P 500 index jumped 26 points to 1,429 shortly after noon. The Dow Jones industrial average surged 233 points to 13,281. The Nasdaq composite index jumped 62 points to 3,131.

European stock markets also jumped in response to Draghi's announcement. Germany's DAX and France's CAC-40 each soared 3 percent.

The gains were even bigger in Spain and Italy, the two largest countries to become caught up in the region's long-running government debt crisis. Spain's benchmark index soared 5 percent, Italy's 4 percent.

The interest rates on their government bonds also fell sharply. That's a sign investors anticipate a surge in demand for them as the European Central Bank starts up its bond purchase program. Spain's benchmark 10-year bond yield fell to 6 percent from 6.39 percent. Italy's comparable bond yield fell to 5.21 percent from 5.43 percent.

Traders shifted money out of U.S. Treasury bonds, considered one of the world's safest places to stash money, and the drop in demand lifted yields. The yield on the 10-year Treasury note rose to 1.67 percent, up from 1.60 percent late Wednesday.

In an encouraging sign for the U.S. job market, a report from the payroll processor ADP said businesses added 201,000 jobs last month, the most reported by the survey since March.

Separately, the Labor Department said the number of people applying for unemployment benefits fell by 12,000 last week to 365,000. That figure won't affect the August jobs report, due out Friday, but could be a sign of a better hiring this month.

Democrats brag about killing Osama bin Laden

Obama at the Veterans of Foreign Wars conference in July (Justin Sullivan/Getty Images)CHARLOTTE?Perhaps acknowledging a potential weakness this November, several Democrats have used their speeches on the first night of the Democratic National Convention to promote President Barack Obama's record on the military.

At least three times, speakers, including Senate Majority Leader Harry Reid and former Virginia Gov. Tim Kaine, have pointed to Obama's decision to approve the raid that killed Osama bin Laden?suggesting Obama overcame Republican skepticism about a potential raid.

"Some said he shouldn't move heaven and earth to get bin Laden," Reid said. "But President Obama made the tough and right call to bring the world's worst terrorist to justice."

Tammy Duckworth, a former Army pilot who lost both legs when her helicopter was shot down during the Iraq war, also brought up the bin Laden raid in her speech defending Obama on military issues.

"Barack Obama has also lived up to his responsibilities as commander-in-chief, ending the war in Iraq, refocusing on Afghanistan and eradicating terrorist leaders including bin Laden," said Duckworth, who is now running for an Illinois congressional seat.

She also praised Obama's other accomplishments on the military ? including his decision to roll back the "don't ask, don't tell" rule that blocked gay members of the military from being open about their sexuality. And Duckworth praised Obama's decision to allow female soldiers to serve in combat.

At the same time, Duckworth criticized Mitt Romney for not talking about the war in Afghanistan during his speech at the Republican National Convention last week ? echoing an Obama campaign talking point.

"Mitt Romney had a chance to show his support for the brave men and women he is seeking to command," she said. "But he chose to criticize President Obama instead of even uttering the word 'Afghanistan'."

Her remarks came after an Obama campaign video highlighting the president's work on behalf of "American veterans."

2 dead, 6 injured in shooting at Sweet 16 party

Police were searching for the gunman or gunmen who opened fire at a Sweet 16 birthday party in Riviera Beach, Fla., killing two teens and injuring six others.

The shooting happened late Saturday night outside Newcomb Hall. More than 100 people had gathered inside the building for the birthday celebration, wptv.com reported.?


According to wpbf.com, witnesses said a fight broke out and then gunshots followed.

"It went off like five or six times like, crack, crack, crack, crack, crack," Steve Siciliano, who witnessed the shooting, told wptv.com.

The victims were all males between ages 16 and 32, Riviera Beach officials said.

One teen died at the scene and another was pronounced dead at a hospital.

At least six other people were shot, but none of their injuries was believed to be life-threatening, city spokeswoman Rose Anne Brown said, The Orlando Sentinel reported.?

"You need to just turn yourself in," Riviera Beach Mayor Thomas Masters said of the shooter, according to wptv.com. "Make my day. Joe Lewis says, 'You can run, but you can't hide.' Just turn yourself in."

Paralympics returns home a different Games

LONDON (Reuters) - When Britain's Stoke Mandeville hospital staged its first sporting contest for disabled patients in 1948 it hoped to show soldiers injured in World War Two that a broken back did not have to mean a death sentence.

Since then, staff have seen those early games transformed into a Paralympic showcase now in its 14th and largest edition in Britain, mirroring wider progress in the perception of disability around the world.

Now, with governments seeking to cut public spending, doctors and paralympians are hoping the sight of 4,280 athletes from 164 countries competing in front of packed stadia will help maintain that momentum.

One person who could go a long way towards further changing the perception of disability is the eloquent and engaging South African Oscar Pistorius, who competed as a double amputee almost four weeks ago in the Olympic Games to a rapturous welcome.

Dubbed the "Blade Runner" for the two carbon fiber prosthetic blades he uses, Pistorius was named by Time magazine in its 2008 list of the world's 100 most influential people as being "on the cusp of a paradigm shift in which disability becomes ability, disadvantage becomes advantage".

His appearance on the track at the London Olympics, in which the 25-year-old reached the men's 400 meter semi-finals, was particularly influential, showing how disabled athletes could perform on the mainstream stage and earning praise from some of athletics' biggest stars.

Much in the same way as the success of athletes at the Olympic Games raised questions over wider issues such as funding for sport, paralympians are hoping a successful staging of their Games will do the same for disability issues.

"Great Britain is at the forefront in terms of education on disability," Pistorius, who was born without a fibula in both legs, told reporters ahead of the Paralympic Games. "I believe that's the only way to remove a lot of the stigmas, and to get over this being a taboo subject.

"The worldwide audience will be amazed when we see these Games through the eyes of the people in the UK. The impact will be phenomenal."

SPIRITUAL HOME

The Paralympics were conceived at the 1948 London Olympics by German neurologist Ludwig Guttmann, who four years earlier opened a spinal injuries center at Stoke Mandeville hospital to the north west of London after fleeing Nazi Germany.

Disgusted at the sight of men dying from unrelated infections on average three months after breaking their back, Guttmann worked to make his patients more mobile before gradually introducing sports such as archery and javelin throwing as part of their rehabilitation.

Allison Graham, a consultant physician at Stoke Mandeville's national spinal injuries center, told Reuters it had been incredible to see how much had changed since Britain last held the Paralympic Games in 1984 "in the back garden with one photographer and Prince Charles watching".

"What Guttmann was doing from 1944 onwards was making sure that people could live with a spinal cord injury," she told Reuters. "And it wasn't just enough that they lived, they had to live well."

According to the World Health Organization, more than a billion people in the world experience disability of some kind, and they generally have poorer health, lower education, fewer economic opportunities and higher rates of poverty than those without disabilities.

While Britain and Nordic countries lead the way in terms of access and support, other countries that have made good progress include those hit by war which have improved services for disabled people who returned home as heroes.

Japan, faced with an ageing population, has worked hard to promote accessibility, while in Africa, Uganda is one of the most progressive countries with a reference to the rights of the disabled in its constitution.

Altogether, 119 countries have ratified the United Nations Convention on the Rights of Persons with Disabilities, with many realizing that to invest in accessible infrastructure from trains to roads and buildings can be cheaper in the long run, especially in emerging markets where much is yet to be built.

The sight of Pistorius with his blades may also remind governments of the importance of providing the right equipment. The WHO estimates that less than 15 percent of people who need wheelchairs have access to them.

"If people are dependent then they're not earning, they're not producing, they're not paying taxes," Doctor Tom Shakespeare at the World Health Organization told Reuters.

"They're probably a cost to society, whereas if you remove some of the barriers so they can contribute and participate, then ultimately it will change for the better."

Leading disabled figures in Britain including Paralympian Tanni Grey-Thompson have said that despite London hosting the biggest ever Games, they fear a step back as moves by the government to cut spending result in growing resentment towards the disabled in terms of the benefits they receive.

For Jonathan Fogerty, the chairman of the Spinal Injuries Association, the Olympic Park in London showed how a city should be built, with trains, restaurants, toilets and venues all designed to provide easy access for wheelchair users.

"I went as a wheelchair user and it was excellent," he told Reuters. "Hopefully these Games can leave a legacy of inclusivity and of getting people thinking more widely about the needs and the requirements of those with disabilities. It's not rocket science, it just takes a bit of thought."
